So, a group of city residents took the matter in their own hands.

“Yesterday a group of friends at the Ridge Street fire station presented him with a star-shaped badge bearing the inscription: ‘Sergeant 22,’” The Post-Star reported on May 19, 1923. “Attached to the badge was a fish hook, symbolic of the genial Jack’s ambition when the fish are biting at Glen Lake. But the bass are safe, for the season at least, for Jack will be busy in Police Headquarters from 11 a.m. to 11 p.m.”
